The Afghan Government has a very high level of political will to establish a strong National Evaluation Mechanism to support the development efforts in the country and follow-up on the implementation of SDGs in Afghanistan.


The Afghan Government developed a National Results Based Monitoring and Evaluation (RBME) Policy Framework that is owned by the Office of the President. Based on the Framework, currently RBME Frameworks are being developed for two key ministries, including Ministry of Finance and Ministry of Economy. It will be then gradually rolled-out to other ministries.

In regards to SDGs, the Afghan Government has recently developed the Afghanistan National Peace and Development Framework (ANPDF) for 2017-2021. In addition to this framework, the Afghan Ministry of Economy is responsible for developing a localized version of SDGs, called the Afghanistan Sustainable Development Goals (ASDGs) for implementation during 2016-2030. The first draft of ASDGs is ready for finalization and presentation to the cabinet of ministers and high economic council. Moreover, Ministry of Economy established an RBME Forum of M&E practitioners from all over Afghanistan. The RBME Forum was officially launched on 20th December, 2016. The Ministry of Economy is now finalizing the terms of reference for the forum. The Afghan Evaluation Society (AfES) is also playing an important role working together with individual evaluators, CSOs, governmental agencies and other development partners to raise awareness and build capacity in evaluating SDGs
